Universal Service Fund (USF)

3rd Quarter 2014 USF Rate: 15.7%
2nd Quarter 2014 USF Rate: 16.6%

On June 30, 2008, the Federal Communications Commission issued a ruling stating that audio conferencing fell subject to the same rules and regulations as telecommunications as it applies to the assessment fees for the Universal Service Fund (USF).

The FCC ruling applies to all conferencing services providers in the United States.

About the USF

The USF is a government administered fund to support the provision of telecommunications services in rural and high cost areas, low income consumers and to schools, libraries and healthcare facilities nationwide. All telecommunications providers contribute to the USF on an equal basis. The contribution factor changes quarterly and the current USF rate is listed above and historical USF rates below. In addition to USF, a few other federal fees, state USF fees and state and local taxes apply to telecommunications services.

Frequently Asked Questions

What government agency is responsible for USF?

The United States Congress authorized the Federal Communications Commission (FCC) to implement the Universal Service Fund. The USF is mandated by Section 254 of the Telecommunications Act of 1996. The USF is administered by Universal Service Administrative Company (USAC).

USAC was created by the FCC and is an independent, not-for-profit corporation designated as the permanent administrator of the federal Universal Service Fund (USF) by the FCC pursuant to Part 54 of Title 47 of the Code of Federal Regulations.

USAC is not a federal government agency or department or a government controlled corporation as that term is defined in Sections 9101-02 of Title 31 of the United States Code.

Why is Economy Conference Call collecting this fee on audio calls?

Is the USF based on where the company is headquartered?

No. The USF is based on end user revenues for calls subject to FCC jurisdiction. Federal USF fees apply to interstate telecommunications and calls between the United States and foreign countries.
